North Highlands is one of the older Sacramento County neighbourhoods, with a heavy stock of post-WW2 single-family homes built between 1948 and 1965 around the former McClellan Air Force Base. Most original wood-shake roofs were replaced with three-tab asphalt in the 1990s — those replacements are now at end of life.

North Highlands: post-war housing, hidden penetration leaks

North Highlands has one of the oldest housing stocks we work in. The 1948-1965 build window means a lot of legacy penetrations and aging decking.

The penetration problem

North Highlands homes accumulated penetrations over 50+ years: TV antennas (1970s), swamp coolers (1960s-80s), satellite dishes (1990s), solar attic fans (2000s). Most were poorly capped when removed. Almost every leak we find in NH is at one of these legacy penetration scars.

The pattern: a previous owner installed something on the roof, a later owner removed it, and the removal was done with a tube of roof cement instead of a proper plug + flashing. The cement has held for 5-15 years and is now failing. Water gets through the failed cement, into the deck, and out at the ceiling below.

The fix is to identify every penetration scar (not just the obvious ones), remove the failed cement plug, install a proper sheet metal cap with shingle integration, and seal it permanently. We run a full attic-side inspection on every NH project to find penetration scars from above and below.

Decking surprises on tear-off

NH homes were built with 1×6 plank decking, not OSB or plywood. Modern shingle weights stress the planks at the joints. We almost always add 7/16 OSB over the planks during tear-off to bring the deck up to current code. We publish the per-sheet rate up front so the price does not move.

Plank decking has natural gaps between planks (1/8-1/4 in typical) that the original wood shake or 3-tab asphalt could span. Modern architectural shingles are heavier and need a continuous nailing surface. The OSB overlay solves this without removing the original planks.

Where planks themselves are rotten or split (typically 5-15% of total deck area on older NH homes), we replace plank-by-plank during tear-off. Severe rot in concentrated areas (roof leaks that went undetected for years) sometimes requires structural assessment from an engineer; we coordinate when needed.

McClellan-era housing context

A lot of NH homes were McClellan AFB family housing, sold off into private ownership in the 1990s and 2000s. They share floor plans and roof shapes — once we have done one, we know the others. Repair pattern recognition makes us faster (and cheaper) on subsequent NH jobs.

The original McClellan-era construction was reasonable quality for the period but reflected mid-century priorities (low-pitch roofs, plank decking, single-layer asphalt) that do not match modern best practices. Replacement is usually the right answer rather than restoration; the underlying structure is fine but the aging-out asphalt has aged out.

We have run dozens of these projects. Most NH homes are 1,400-1,800 sqft single-story with a 4/12 or 5/12 pitch — small enough to do in 1-2 days once we have the deck right, and predictable enough that pricing is consistent across the neighbourhood.

NH project pricing

Asphalt replacement on a typical 1,400-1,800 sqft NH home runs $9,000-14,000 with the OSB deck overlay included. Without the overlay (rare, only on homes where the planks are in unusually good condition) the project runs $7,500-11,500.

Penetration scar remediation as part of a replacement project is included in the project price — we do not bill separately for cleaning up legacy penetrations during a tear-off. Standalone penetration repair without replacement runs $300-700 per penetration.

Many NH homes have insurance-eligible damage from past storm events that was never claimed. We document the damage on every estimate so the homeowner has the option to file a claim if appropriate.

Volume and neighbourhood scheduling

NH is a high-volume neighbourhood for us. We schedule projects in clusters — a McClellan-era subdivision can have 6-10 of our projects within a 4-week block during peak season. Cluster scheduling keeps mobilisation cost low and project pricing competitive.
